What's the best way to get a law ped/changed? ?

I am a father of a 8 year old angel that lives with me every other week and her mom every other week; I pay $412/month in child support; her mom is SUPPOSED to pay $206/month but hasn't paid since April of 2007 she is $3,708 in arrears. The Child Support Recovery Unit has already suspended her license. Every year she gets out of having her tax refund held for arrears by filing a Refund Anticipation Loan. I am trying to get ahold of congressmen, senators, the director of Child Support in Iowa, the govenor to try and get a federal law ped that prevents people who owe back support from filing a RAL loan and avoiding support. Any advice on how to get this done?????
